Developing cooperation with Changchun Polytechnic University

17 September 2026

On September 16, a delegation from Changchun Polytechnic University visited Euphrosyne Polotskaya State University of Polotsk.

The delegation included:

•        Dong Yan, Party Committee Secretary

•        Wang Shanshan, Deputy Dean of the School of Mechanical and Electrical Engineering

•        Wen Jun, Deputy Dean of the School of Business

•        Su Xiaonan, Deputy Dean of the School of Automotive Engineering at BTEI

•        Richard Li, Director of BTEI

The visit builds upon the ongoing efforts to strengthen educational cooperation between the two universities. Currently, academic programmes in high-demand fields of engineering, economics, and digital technologies are being actively implemented and prepared for launch.

In 2025, the first cohort of students was enrolled in a joint "3+1" bachelor's degree programme in Operation of Ground Transport and Technological Machines and Complexes. These 120 students have successfully completed their first year of study in China and are now continuing their three-year programme at Changchun Polytechnic University.

In 2026, enrollment began for the "3+1" programmes in Digital Economy and Electronic Systems and Technologies. In addition, full-time "4+0" bachelor's programmes have been launched in the Operation of Ground Transport and Technological Machines and Complexes, as well as in Mechanical Engineering Technology, Machine Tools and Cutting Instruments.

The next phase of the partnership will be the establishment of the CCPU – PSU Joint Institute of Artificial Intelligence. The first student intake for bachelor's degree programmes in Computer Engineering, Software Engineering, and Electronic Systems and Technologies is scheduled to begin in 2027.

During the visit, the international delegation met with the leadership of Euphrosyne Polotskaya State University of Polotsk. Rector Yury Ramanouski delivered a welcoming address:

"We all understand that the economy requires well-trained, highly qualified professionals, and that the education sector is a cornerstone of our nations' development. We express our sincere gratitude to you, Professor Dong, for your efforts in launching our joint student training programme last year. This includes the Operation of Ground Transport and Technological Machines and Complexes programme on our side, and the Automotive Engineering and Experimental Technologies programme on your side.

I had the honour of visiting Changchun University of Science and Technology twice, including last year, when I attended the launch of our joint programme and the formal assembly of our shared students. I remain deeply impressed by the scale of the ceremony and the university as a whole. Thank you for accepting my invitation and being here today. It is a special honour for us to welcome you to our university.

Our shared students have successfully completed their first year of study, and today we can confidently say that this joint training project is a source of great pride for our university. However, we are not stopping here. This year, an additional 600 students are set to begin their studies across five joint educational programmes".

The participants discussed key areas and future prospects for cooperation, including the development of joint educational programmes, the expansion of academic exchanges, and the training of specialists in engineering, information technology, and economics.

A highlight of the visit was a formal ceremony where Dong Yan, Party Committee Secretary of Changchun Polytechnic University, was awarded a medal and conferred the title of Honorary Professor of Euphrosyne Polotskaya State University of Polotsk. The meeting concluded with an exchange of commemorative gifts.

The Chinese delegation toured the laboratories and classrooms at Polotsk University that are actively used in the implementation of these joint educational programmes.

The guests were given a tour of the historic Polotsk Collegium buildings and the Faculty of Information Technology laboratories, and the visit concluded with a trip to the Saint Sophia Cathedral.

Polotsk University and Changchun Polytechnic University will continue to expand their international partnership, strengthening their standing in engineering and digital education, and creating new opportunities for the academic and professional development of their students.
