Opportunity to study on a state-funded basis
In accordance with international treaties of the Republic of Belarus, citizens can enter higher education institutions at the expense of the national budget or on a fee basis:
1.Admission of citizens from the Russian Federation, Kazakhstan, Kyrgyzstan, Tajikistan:
Citizens of the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, and the Republic of Tajikistan may apply for state-funded places at Belarusian universities on the same competitive basis as Belarusian citizens, through centralised testing. They may also apply under the standard terms for foreign nationals.
2.Admission of Ukrainian citizens
In accordance with sub-paragraph 1.6 of paragraph 1 of Presidential Decree No. 420 of 30 August 2014 “On the Stay of Ukrainian Citizens in the Republic of Belarus”, higher education institutions of the Republic of Belarus are entitled to admit Ukrainian citizens and stateless persons who have resided in the territories of Donetsk and Luhansk regions of Ukraine for at least one year (as a rule) and who have arrived in the Republic of Belarus to obtain permits for temporary or permanent residence. Provided they submit documents confirming residence and study in the aforementioned territories, they may be admitted at the expense of the republican budget or on the terms of payment provided for Belarusian citizens, for available places, within the periods established by legislation. In addition to documents confirming residence and study in the territories of Donetsk and Luhansk regions, citizens from these regions must submit to the admissions committees of higher education institutions documents confirming their intention to obtain permits for temporary or permanent residence in the Republic of Belarus.
